Abstract:
The Survey and Mapping Office of the Lands Department, Hong Kong Special Administrative Region began to set up its Land Information System (LIS) in 1989. The system now comprises three subsystems namely Basic Mapping System (BMS), Cadastral Information System (CIS) and Geographic Information Retrieval System (GIRS). These mapping information was converted from the original 1:1000 scale survey sheets and is being continuously up-dated. The digital map features are separately coded thereby enabling selective retrieval and display.

    To meet the requirements of DAM (Data Alignment Measures), numbers of enhancement and modification is taken into 1:1000 Basic Mapping System. New layers (DBLDGPOLY, PODPOLY, PPODPOLY and DPODPOLY) and lookup tables (PODIUM_NAME and BLDG_CSUID) are added. Numbers of the existing layers (BLDGPOLY and BLDG) and lookup tables (ADDR_HSNO, BLDG_NAME and GEO_REFERENCE) are modified. The layer OBLDG is removed as it is replaced by DBLDGPOLY. Also, some of the modification are not related to DAM exercise; new layer PSPOTHT is added and existing layer SPOTHT is modified.

How reliable are the data; what problems remain in the data set?

  1. How well have the observations been checked?

    Attribute accuracy is checked by manual comparison of the source with the hard copy print-out. The attributes items are also confined by the Item Definition and pre-defined feature type. In addition, DM software tests the attributes against a master set of valid attributes. The program will prohibit data writing to the data library and prompt a warning message if any deviation from the standard is found.

  2. How accurate are the geographic locations?

    Features in BMS have a "Precision" code to denote its data capturing method or sources. The code ranges from 1 to 9 with 1 being the most accurate and 9 being the least. Accuracy analysis has been carried out to quantify how each of the ranking represents. The analysis is based on the law of propagation of error with the assumption that errors are uncorrelated and normally distributed. The analysis shows that the position accuracy of BMS data varies from about 0.015m in the best to 1.500m to the worst for data captured by title survey method to data digitized from the original 1:1200 scale survey sheet.

    In the 1:1000 scale BMS dataset, only those features defined in the B1000 specifications will be captured. If two or more ground features are separated by less than 1 metre, only the most prominent feature will be shown whereas the others will be suppressed in the graphic presentation. Besides, features may have been eliminated or generalized on the source graphic, due to scale, legibility or change of mapping specifications. Owing to stringent time-frame during data conversion, some of the attribute fields are yet to be filled up.

Access_Constraints:
The Government of the HKSAR is the copyright owner of the digital data, which is available for sale to the public at prescribed charges. The Government will issue a non-exclusive and non-transferable licence to the customer after he/she has purchased the data. The licensee is permitted to use the data from the date as set out in the Licence. The licensee must have obtained written consent from the Government and paid the necessary royalty charges before he/she can incorporate the digital data in any product for distribution to any third party. If the licensee ceases using the digital data, the licensee should confirm to the Government in writting that the data has been erased from his/her computer system. Sample data for testing computer system is availabe free of charge. Sample data for academics for teaching purpose are available on request at a nominal administrative fee. The digital data would be provided to other government departments or their consultants free of charge.
Use_Constraints:
The use of the data supplied under the licence shall be subject to the computer configuration, for the purposes and at the location as specified in the Licence Agreement. The digital data can be provided to other goverment departments and their consultants for internal use and project purpose respectively. Such data shall not be distributed in part or in whole and in whatever forms and media to a third party. The use of digital data is also subject to some conditions which can be obtained upon request.
