Title: 3D Spatial Data Processing System
Abstract:
The 3D Spatial Dataset consists of three major types of ground objects i.e. Building, Infrastructure, and Terrain. The building models are classified into Level 1, 2 and 3 to represent different level of details to the physical building. All buildings and/or podium with footprint area greater than 4 sq. meters in B1000 digital topographic map are constructed to 3D building model and classified as Level 1 building model which mean that are extruded from the footprint of a building tower and/or podium with the relevant building base and top level but do not apply photorealistic texture. Those prominent buildings with land mark importance are constructed to Level 2 and Level 3 building models with photorealistic texture applied to surface of model. The difference of Level 3 from Level 2 is the model with reference to the architecture drawings from other departments. The infrastructure model includes major roads and bridges that are 3 dimensional representation of road on 3D surfaces and bridge in wireframe model including surfaces, parapets, girders, supporting columns and towers respectively. Terrain model is represented by Triangular Network Model (TIN) derived from available breaklines and height points from various sources with attachment of an orthophoto images. The Terrain model is a Digital Elevation Model (DEM) to represent the elevation of bare ground.

    The Model Attribute of Building Model is stored in a delimited text format containing the following textual information and with the file name has the same Building Model Identity Number with the file extension ".att". The Attribute also contains the corresponding files of the models. ie. ".jpg", ".max", and ".uvw". The ".max" file is the native format being used to store the geometry of the 3D building model. The ".jpg" file is the corresponding material file for the Level 2 and 3 buildings. The ".uvw" file is the mapping file coordinate for the Level 2 and 3 buildings.   1. How well have the observations been checked?
    Attribute items are confined by the Item Definition and pre-defined data type. In addition, Attribute is updated by custom program that imbedded to prohibit unauthorized access to the dataset and prompt a warning message if any deviation from the standard is found.
  2. How accurate are the geographic locations?
    The horizontal position accuracy of Building and Infrastructure models are different from Terrain mdoels
  3. How accurate are the heights or depths?
    The vertical position accuracy of Building and Infrastructure models are different from Terrain mdoels
  4. Where are the gaps in the data? What is missing?
    All buildings and/or podium with footprint area greater than 4 sq. meters in B1000 digital topographic map are constructed to Level 1 building model and Only prominent land mark buildings are constructed to Level 2 or 3 building model. 9 major Bridges including Tsing Ma, Kap Shu Mun, Ting Kau, Tsing Tsuen, Tsing Yi, Kwai Tsing, Lai Chi Kok, Cheung Tsing, Ap Lei Chau, and 17 major roads including North Lantau Highway, West Kowloon Corridor, West Kowloon Highway, Island Eastern Corridor, Kwun Tong bypass, Tsing Yi North Coastal Road, Tuen Mun, Tsing Wai Highway, Tolo Highway, Tate's Cairm Highway, Tsing Long Highway, San Tin Highway, Cheung Tsing Highway, Cheung Tsing Highway, Tsuen Wan Road, Yuen Long Highway, Sha Tin Road, Fanling are constructed to Infrastructure model.

Are there legal restrictions on access or use of the data?
Access_Constraints:
The Government of the HKSAR is the copyright owner of the digital data, which is available for sale to the public at prescribed charges. The Government will issue a non-exclusive and non-transferable licence to the customer after he/she has purchased the data. The licensee is permitted to use the data from the date as set out in the Licence. The licensee must have obtained written consent from the Government and paid the necessary royalty charges before he/she can incorporate the digital data in any product for distribution to any third party. If the licensee ceases using the digital data, the licensee should confirm to the Government in writting that the data has been erased from his/her computer system. Sample data for testing computer system is availabe free of charge. Sample data for academics for teaching purpose are available on request at a nominal administrative fee. The digital data would be provided to other government departments or their consultants free of charge.
Use_Constraints:
The use of the data supplied under the licence shall be subject to the computer configuration, for the purposes and at the location as specified in the Licence Agreement. The digital data can be provided to other goverment departments and their consultants for internal use and project purpose respectively. Such data shall not be distributed in part or in whole and in whatever forms and media to a third party. The use of digital data is also subject to some conditions which can be obtained upon request.
